Association Information
About TISOA
The Triangle Intercollegiate Soccer Officials Association (TISOA) is an affiliate organization of the National Intercollegiate Soccer Officials Association (NISOA). TISOA is responsible for the recruitment, assignment, and development of college soccer officials for matches in North Carolina, South Carolina, Virginia, Tennessee, Georgia, and Alabama. These matches include conferences and programs across all NCAA divisions. Listed below are some of the associations that we service.
Referee Policies
- Officials Cancellations
After you have accepted any match assignment if you must later cancel for a legitimate reason such as your employment requirements you must follow these procedures.
A) If the cancellation is more than 3 days from the game date you may send notice to TISOA by either email, fax, or telephone voice mail.
B) If the cancellation is less than 3 days before the game you must call the TISOA voice mail line and leave an explicit message regarding the cancellation as well as send email notice.
C) If the cancellation is 2 days or less before the match you must call the TISOA voice mail line and leave an explicit message regarding the cancellation and you must also make live contact ASAP with a member of the Assignment Staff.
- Confirming Match Crews
It is the responsibility of the referee to contact his assistant referees and confirm that all members of the crew are still on the game and to coordinate arrival time, dress code, and meeting arrangements at least 4 days in advance of the game! If you are assigned as an assistant referee and you have not heard from your center official at least 3 days before the game you must call the other AR and the Referee and confirm arrangements. If you are not able to make contact with all members of your crew at least 2 days before the match call TISOA and leave a message clearly stating who you have not been contacted by or whom you have been unable to contact. Failure to contact other members of the crew may cause you to be replaced on the match!
- Uniforms and Arrival Attire
The approved arrival attire outfit is: Navy Blazer, NISOA or conservative tie, gray or khaki slacks, black shoes and white or blue dress shirt. The assigned referee determines what the departure attire will be, from these choices; 1) Navy Blazer, NISOA or conservative tie, gray or khaki slacks, black shoes and white or blue dress shirt; 2) TISOA Polo shirt or NISOA polo and Gray or Khaki slacks; 3) for schools having no convenient locker facilities, warm up suit with neat polo. For field uniforms the acceptable tops are Gold, blue, black, orange, or any other professional NISOA uniform that all three officials have. The sleeve length should be the same for all officials. If warm up suits are worn they should all be similar or alike.
- Emergency Situations
If due to unforeseen circumstances you find that you will be late for a game or cannot get to a game, IMMEDIATELY contact one of the TISOA Assignors, being sure to make live contact. Also call any other members of the crew that you can reach. Last, but also very important, contact the school and let them know your arrival status, i.e. going to be late delayed by I-40 wreck, not coming because in an accident, etc. For those persons required to travel on I-40 between Raleigh and Winston-Salem, or on I-85 between Greensboro and Charlotte, EXPECT AND PLAN FOR TRAFFIC DELAYS. Allow at least an extra 20-30 minutes for this type of delay.
- Assignments with members of other chapters
As all members should be aware, TISOA is covering additional schools in western NC, TN, VA, GA, AL and SC. Referees from chapters in those areas are also receiving assignments through TISOA for both middles and lines. In games where split crews are utilized all TISOA procedures are to be followed. However, be aware that other chapter referees may not have the TISOA polo shirt for travel attire and so a neat polo is an appropriate and acceptable substitute.
- Game Reminders
Email game reminders are automatically sent out by the Arbiter three days before a scheduled match. Check the information to make sure it is accurate and in an abundance of caution you may want to check the websites of both involved schools to reconfirm correct game times. If you notice a discrepancy please report this to TISOA immediately.
- Travel and Game Fee Pay
For all Southern Conference D1 games, as well as some additional D1 programs, TISOA issues payment directly. For all D2 and D3 games TISOA issues payment directly. For Big South Conference matches the Big South Conference payment service mails checks directly to the official at two week intervals. For some D1 programs payment may be made by check on site or mailed directly to the official by the institution. For TISOA payments, TISOA issues payment for referee game fees approximately 2-3 times per season. All travel payments from TISOA are paid in one check at the conclusion of all Fall matches. Any questions regarding payment, invoicing or travel pay from TISOA should be directed to TISOA President Roger Morton who is also our invoicing agent.
- Match Reports
For ALL TISOA assigned matches the referee must complete a match report in the TISOA Arbiter system. The match report should include the details of any misconduct, including supplemental details for any ejections. In addition for any ejection a TISOA supplemental ejection report, which can be accessed from the arbiter match report, must be completed. New for 2012 also for any ejection completion of the NCAA ejection form found on the NCAA Central Arbiter Hub is required. If you have an ejection for fighting you must complete the NCAA Central Arbiter Hub fighting form. (Fighting includes ANY intentional striking against an opponent and does not require retaliation).
- Ejection Reporting
All ejections MUST be reported within 24 hours of the match at the latest and as early as possible.
TISOA board
TISOA is governed by a member-elected Board of Directors. The present members of the Board of Directors are:
